The Sparks City Council approved the second option of the city manager's final budget recommendations on Monday.
Some of the highlights include a 15% overall reduction in general fund staff including 11 possible layoffs.
The budget recommendation also included increasing the Waste Management franchise fee from 8% to 18%, which officials say would mean an increase of just more than $32 per year to the average household.
The five-year capital improvement plan was also approved.
