A Washoe County School District substitute teacher was arrested Wednesday in connection with an investigation into the alleged online luring of a child.

HEAT detectives arrested 38-year-old Stephen Bolin on Sept. 30 on a charge of luring a child under 16 with the use of a computer.

According to detectives, Bolin engaged in sexual communications on social media with someone he believed was a 15-year-old girl. Investigators say he also made plans to take the person to his home.

Detectives identified Bolin as a Washoe County School District substitute teacher and photographer in the Reno-Sparks area.

Working with the Washoe County School District Police Department, HEAT arrested Bolin before the school day began at a local school campus. Authorities said the arrest was made without incident.

HEAT is asking anyone who believes they may have been victimized by Bolin, or anyone with information about potential additional victims, to come forward.

The agency said victim advocates are available to provide support and connect victims with resources.

The Washoe County School District has released a statement: 

"The Washoe County School District (WCSD) is aware of the arrest of Stephen Bolin by the regional Human Exploitation and Trafficking Unit. While the arrest did occur on a school campus, it is important to note that the arrest is unrelated to the school and its students. All prospective employees, temporary or otherwise, of WCSD must pass a criminal background check. Bolin previously served as a substitute teacher starting in August 2026 but no longer works for WCSD. WCSD is concerned by these allegations and will continue to assist regional law enforcement agencies. This is an ongoing investigation, and all associated inquiries should be directed to the Reno Police Department."
