The U.S. Coast Guard says the operator of a boat that capsized in New York Harbor, killing a mother and her infant daughter, is facing criminal charges and authorities are investigating whether the vessel was chartered illegally. Authorities say the speedboat overturned around 10:25 p.m. Saturday night near Liberty Island, home to the Statue of Liberty. Twelve people were rescued from the water before police arrived, and police divers later located the 27-year-old woman and 5-month-old girl in the water. Both were taken to a hospital where they were pronounced dead. The 46-year-old operator faces 13 reckless endangerment charges.

Spain has installed a 500-meter containment barrier on the sea border between its North African territory of Ceuta and Morocco. This follows a massive breach where 50,000 to 60,000 migrants crossed the frontier between Thursday and Friday. At least 67 migrants died in the journey. Some drowned or were killed in a stampede. On Saturday, some migrants who swam to Ceuta were escorted back by soldiers. Spain's interior ministry says most have returned to Morocco. Spanish Interior Minister Fernando Grande-Marlaska emphasized cooperation with Morocco in resolving the situation. Ceuta's President Juan Jesús Vivas noted the city remains unsettled.

Tens of thousands of migrants who crossed into Spain’s tiny Ceuta territory have returned voluntarily to Morocco. Their return on Friday came a day after the influx triggered chaos in the city in North Africa and reignited the immigration debate in Europe and beyond. At least 57 migrants died on the journey. Ceuta’s president put the number of migrants at 60,000, which was equivalent to 70% of the territory’s population. But most of them soon went back, the Spanish government said, after the sudden arrival of so many people sparked a humanitarian crisis.

One child has died and another is missing after the two 10-year-olds went into a rain-swollen New Jersey river. The mayor of Passaic says the 11-year-old sister of a 10-year-old boy had also gone into the water but was possibly saved by her brother before he drowned. The missing child, a 10-year-old girl, had not been located as of Thursday morning. The fire department chief referred to the search as a “recovery operation.” The trio had been seen in the Passaic River in Pulaski Park on Wednesday evening. The river was higher than usual due to heavy rainfall. A man in the park attempted a rescue but couldn't reach the children.

Marcus L. Martin felt instant trepidation when he saw five adults wading thigh- and waist-deep in the Scioto River last weekend. The Baptist pastor is a frequent boater on that area of the central Ohio waterway north of Columbus. He knew the area where the group was standing Sunday to be treacherous due to a steep drop-off. He took a photo of the group when he returned past them. It may be the last portrait of a group of friends who drowned that day, two Honduran married couples and their friend. Authorities have not yet confirmed the individuals pictured in the pastor's photo.
