Heavy downpours are still drenching South Texas with the possibility of dangerous flash flooding. The storms also spawned a tornado in San Antonio on Wednesday morning. The downpours began Tuesday, washing out roads and leading to dozens of high-water rescues in counties near the Mexico border. Flash flood warnings are in effect. In Kerr County, where catastrophic flooding last year killed more than 100 people, officials say they're in contact with summer camps at risk. There have been no reports of deaths or injuries. The National Weather Service said as much as 20 inches may fall before the storms move out.
