Senators passed a spending bill on Monday night to end the government shutdown.

On Sunday night, ahead of final passage, seven Democrats and one independent voted with Republicans in a breakthrough deal to end the stalemate.

Nevada Senators Jacky Rosen and Catherine Cortez Masto were two of them.

"This is not the last inning, this is the first inning," Rosen said. "We're gonna take our vote, we're gonna hold them, put them on the record, hold their feet to the fire."

Cortez Masto voted to reopen the government throughout the entire shutdown.

"So, there's a lot that is happening right now, and I understand the frustration of Americans, but I also believe, like they do, that we should be working to solve those problems in Congress," Cortez Masto said. "We should not be adding to their pain."

Rosen had been voting no during previous votes on the spending bill, and flipped her vote for the first time on Sunday.

"The deeper we go into the second month, the harder it will be," Rosen said. "There is no end in sight. So, this bill funds SNAP. It funds our women and children program. It makes sure our airports are going to reopen." 

There were many Democrats, especially on the House side, who criticized their Senate colleagues for voting with Republicans.

Both Senators said that not reopening the government would bring far more harm than good.

Also, they now feel like there's a better chance of getting the Affordable Care Act extensions.

Senate Majority Leader John Thune said there will be a hearing to discuss those subsidies in December.

"We are the minority," Rosen said. "We don't control the floor. So, the fact that John Thune is telling us that he will turn the floor over to us on a date of our choosing, with the bill that we write to improve accessibility and affordability for all Americans in healthcare. That is our win."

Despite the two voting differently throughout most of the shutdown, they say there were never any tensions between them.
