The special counsel investigating Russian election interference is recommending no jail time for President Donald Trump's first national security adviser, retired Gen. Michael Flynn, citing his "substantial" cooperation.
The court filing by special counsel Robert Muller came Tuesday, two weeks ahead of Flynn's sentencing.
Flynn is among five Trump associates to plead guilty in the Russia probe, in his case admitting to lying to the FBI about conversations with Russia's ambassador to the U.S.
The filing says Flynn participated in 19 interviews with prosecutors and cooperated extensively in a separate and undisclosed criminal probe. Prosecutors withheld specific details of Flynn's cooperation because of ongoing investigations.
Prosecutors say Flynn's early cooperation was "particularly valuable" because he was one of the few with long-term and firsthand insight into the events under investigation.
Defense lawyers will have an opportunity to respond with their own recommendation next week.
Prosecutors also say Flynn's "record of military and public service" sets him apart "from every other person who has been charged" in Mueller's investigation.
