SACRAMENTO — California Governor Gavin Newsom's State of the State address will not be delivered live.

The decision to pre-record the remarks is prompting backlash from Republican legislative leaders.

Once the speech is recorded it will be released on the governor's YouTube channel.

Republican leaders call the decision a show of disrespect to the whole legislative body.

California State Library spokesperson Alex Vassar said the governor is breaking with tradition, but the California Constitution contains no language stopping him from pre-recording the address.

The Governor's Office said his speech would focus on issues like homelessness, mental health, and public safety.
