Spain will deploy its military to Ceuta to help restore order at its border with Morocco after thousands of migrants streamed into the tiny Spanish territory, with at least nine dying in the attempt. Local officials had called on Spain to declare a national emergency on Thursday and send reinforcements. “The situation is absolute chaos,” said Rachid Sbihi, head of the association that represents Spain’s Civil Guard officers in Ceuta, who police the border. The escalation follows a surge in migrants attempting to reach the exclave, mainly by swimming.
