It is described as an eyesore, but some work is being done on that abandoned parking garage at the Sparks Marina.
People who walk around the marina are fed up with the look of the site.
"All we have is a construction zone, with concrete, piles of dirt, piles of bricks and nothing. No completion,” said Peter Huertas, a Sparks resident.
LandCap Investment Partners, an agency from Southern California bought the property in 2012, and more recently, the office next to it.
Stephen Hinckley is the CEO and recognizes the problem.
"It has not helped the neighborhood, it has hurt the neighborhood,” said Hinckley. “We want to do it right."
Hinckley says they are waiting to get final permits from the City of Sparks to build 200 apartment units that will surround the garage. He is optimistic that construction will begin in the fall.
"There's a lot of good news in the Reno-Sparks area and we want to be part of it," he said.
