A man accused of killing three people in a shooting at a Planned Parenthood clinic in Colorado insists that he understands both his rights and the charges against him.

A judge is considering a request by federal prosecutors to order a new mental evaluation for Robert Dear.

Dear’s murder case in state court stalled due to a ruling that he is incompetent to stand trial.

Federal prosecutors are pursuing new charges related to the 2015 Colorado Springs shooting.

The new charges include using a firearm in a crime that resulted in death and blocking access to clinic entrances.

The judge is giving Dear's attorneys a week to respond to the request.
