President Trump Plans Payroll Tax Relief in Response to Coronavirus

President Trump is legally prohibited from blocking people from his Twitter account.

That's the ruling Monday from an appeals court.

The Second U.S. Circuit Court of Appeals affirms a previous decision in its Monday ruling.

Judge Barrington Parker wrote the majority opinion.

He says blocking users from the @realdonaldtrump Twitter handle would violate the First Amendment.

Parker says it would exclude some Americans from interacting with the president in a public forum.

He's also dismissed the argument that the tweets are just personal.

The judge points to one in October in which Trump threatens to "destroy and obliterate the economy of Turkey."

Parker says that's not something an average citizen could do.
