Congressman Steven Horsford says he plans to vote against the Department of Homeland Security Appropriations Act, 2026, citing concerns of mass deportation policies and the resulting pattern of violence. 

The bill is aiming to boost funding and expand operations of the U.S. Customs and Border Protection. U.S. documents from Congress detail what the Act would put forth. 

According to official documents, the U.S. Congress is looking to approve over $18 billion for U.S. Customs and Border Protection (CBP) to fund operations and support, including transporting unaccompanied alien minors, providing air and marine support for law enforcement and emergency efforts, and purchasing or maintaining vehicles, aircraft, marine vessels, and drones.

Congressman Steven Horsford cites he's concerned about the Trump Administration's deportation policies and says the proposal would expand Immigration and Customs Enforcement's operations. 

The Act would support new agent hires, aide detention capacity, vehicles, bonuses, and enforcement infrastructure, while also doubling ICE's size without proper safeguards or accountability, says Congressman Steven Horsford.

He's also concerned about the transparency of ICE and their actions in local communities throughout the country.

Congressman Horsford states he supports the work of the public servants at the Transportation Security Administration, the Federal Emergency Management Agency, and other agencies throughout the Department, but the Act gives to much unchecked power.

Congressman Horsford says Republicans refuse to include a list of safeguards to keep oversight and checked power of ICE.

Safeguards needed:

  • Requiring ICE agents to obtain judicial warrants before making arrests
  • Mandating the use of body-worn cameras during enforcement operations
  • Prohibiting masks or face coverings during routine enforcement
  • Establishing clear, enforceable use-of-force standards
  • Explicitly banning the detention or deportation of U.S. citizens
