Rain is falling across parts of Texas and Louisiana as Tropical Storm Edouard moves toward the Gulf Coast, bringing the possibility of flooding as it's expected to strengthen significantly and possibly reach hurricane force. Forecasters expect the storm to to make landfall in Texas later on Tuesday and then rapidly weaken. In the meantime, several storms are brewing in the Pacific Ocean, including Lowell, which reached hurricane strength Tuesday morning. Tuesday morning, the Tropical Storm Edouard was about 30 miles south of Cameron, Louisiana, and 50 miles southeast of Port Arthur, Texas, with maximum sustained winds of 50 mph while moving northwest at 8 mph.
