A senior Immigration and Customs Enforcement official says federal officers shot and wounded a Dominican man in New York because they believed their lives were in danger. Marcos Charles spoke Friday during a news conference in Washington alongside U.S. Homeland Security Secretary Markwayne Mullin. ICE officers shot the 28-year-old man in the neck on Thursday. The man, whom New York City police identified as Oscar Belgal, was driving at the time and he had his 5-year-old son with him. Mullin says ICE officers didn’t know the child was in the car.
