Federal prosecutors have announced charges against former Cuban President Raúl Castro in the 1996 downing of civilian planes operated by Miami-based exiles. The charges announced Wednesday marked a major escalation in the Trump administration’s efforts to dismantle seven decades of single-party rule in the Caribbean island.
Castro, now 94, was Cuba's defense minister at the time of the 1996 downing of two planes that killed four people.Â
