We're learning more about what led to the arrest of a former Reno Police Department Deputy Chief accused of trying to pay a minor for sex.
Newly released probable cause documents reveal alleged text messages between 52-year-old Thomas Robinson and an undercover detective posing as a 17-year-old girl.
As we've reported, Robinson was arrested along with 12 others during an undercover sting operation by the region's Human Exploitation and Trafficking or H.E.A.T. unit.
Washoe County School District is leading the investigation after one of its detectives was allegedly talking with Robinson.
On October 15, the detective posted a prostitution advertisement. Later that day, officers say Robinson reached out expressing interest.
According to the probable cause documents, the alleged text messages included in the criminal complaint, Robinson (identified as “R”) communicated with an undercover detective (“UC”) posing as a teenage prostitute.
The exchange read, in part, that Robinson exchanged several text messages with the undercover detective posing as the teenager. In the messages, he allegedly offered to pay for sex and arranged to meet.
The detective noted that Robinson was using specific slang during the initial interactions that are commonly used in the commercial sex trade.
Excerpts from the text exchange included the following:
The defendant, later identified as Thomas ROBINSON V, is asking what the price is (rate) for full service (fs) incall. "Full service" means to have sexual intercourse. An incall is where the sex purchaser travels to the prostitute to purchase sex. A "qv" means "quick visit," which is a 15-minute visit with a prostitute, the documents reveal.
The undercover detective told Robinson there was an interest and set the price at $150. Documents say that Robinson agreed to, but said he "couldn't get away that day" and wanted to do it the following day.
The next day, Robinson texted again to make sure they were good to meet up and set a time.
The WCSD detective told Robinson that the fake girl was 17.
Excerpts from the next set of texts after that alleged information was shared with the former deputy chief.
(R): under 18?
(UC): I'm 17, babe, but I'm very experienced
(R): I don't think that's legal
(R): I just googled it. Age of consent is 16
(R): Age of
(UC): Lol, I don't think it's legal, no matter what the age is, babe
(R): touche
Later in the afternoon, the documents say that Robinson showed up at the agreed-upon meetup at a house in West Reno.
Surveillance video outside of the house allegedly shows Robinson pull up in a truck, get out, and then knock on the door.
This is when detectives went up and detained him. Robinson said at one point, "I'm getting divorced."
Detectives found his phone and $160 in each of his back pockets.
The detective ended the documents, saying they wanted to get a search warrant for the phone after Robinson denied consent.
There was no questioning with the detectives and Robinson.
We reported over the weekend that Robinson had his bail hearing. Judge Scott Pearson granted a $30,000 bail with a 10 percent bondable cash option.
Robinson posted bail and is no longer in custody at the Washoe County Jail.
His arraignment is scheduled for October 27 at 9:30 a.m.
