UPDATE: At it's August 26th meeting, Reno City Council approved the contract to have Doug Thornley as the new Reno City Manager. 

Thornley is expected to start on Monday, October 12, 2020.

He adds he's “honored to have a new opportunity to serve the public and achieve the greatest amount of good for the greatest amount of people."

Thornley is currently serving as the Sparks Assistant City Manager. He began his career as a Senior Assistant City Attorney for the City of Sparks, where he worked for more than a decade. Thornley also has two combined years of experience, Of Counsel, with Holland & Hart LLP and Fennemore Craig PC. He received his Juris Doctor from Stetson University College of Law (Gulfport, Florida) in 2006; and his Bachelor of Arts from the University of Richmond (Richmond, Virginia) in 2004.

Thornley's selection resulted from a nationwide search conducted with CPS HR Consultants. The search generated 66 applicants who, through Council deliberation, were narrowed down to three interviewees.

The Reno City Council motioned to pick Douglas Thornley as the new City Manager on Monday.

This will authorize staff to enter contract negotiations.

The Reno City Council said Thornley has an extensive legal and government background, beginning his career as a Senior Assistant City Attorney where he represented the City of Sparks in two landmark cases before the Supreme Court of the state of Nevada.

As the current Assistant City Manager for Internal Services, he oversees the City of Sparks' collective bargaining, intergovernmental relations and customer service efforts.


The Reno City Council moved to interview candidates for the City Manager on Wednesday.

The council picked Susan Stanton, Robert Stowe and Douglas Thornley for the position on Monday.

They moved the top three candidates forward unanimously.
