Sparks City staff say they've made a preliminary recommendation to deny applications for development at Red Hawk but say they will hold public hearings next month for applications affecting Foothills at Wingfield.
Earlier this month, the City says Red Hawk Land Company (RHLC) responded to City staff’s comments on the four development applications that were initially submitted to the City on January 21, 2026, related to Wingfield Springs and Foothills at Wingfield Springs. The City says staff reviewed Red Hawk's responses and provided further comments and concerns related to traffic analyses and other aspects of the applications.
In addition, the City says they told Red Hawk's staff that its preliminary recommendation is to deny all four applications, primarily based on non-compliance with the Comprehensive Plan and staff’s inability to make various findings required to modify planned developments related to the reasonable reliance of residents and owners. The City says it's common practice to notify applicants of staff’s preliminary recommendations at this point in the process.
Based on responses from Red Hawk concerning the two applications affecting Foothills at Wingfield, the Sparks Planning Commission will hold public hearings for those two applications, tentatively scheduled on June 29.
The City says Red Hawk has indicated that they will provide additional information related to the two Wingfield Springs applications and those applications will be scheduled for public hearings at the Sparks Planning Commission at a later date.
