President Vladimir Putin has agreed to resume three-way negotiations with Washington and Kyiv aimed at ending the war in Ukraine. That's according to a Kremlin official who spoke Wednesday. They would be the first such talks since February. The negotiations are set to resume after Nov. 10 and will focus on building a security system for Russia and Ukraine. U.S. envoy Steve Witkoff met with Putin on Wednesday in St. Petersburg to discuss the resumption of talks. The meeting lasted about three hours. A day earlier, Witkoff met with Ukrainian President Volodymyr Zelenskyy and European leaders in the Norwegian capital of Oslo.
