Multiple agency heads were fined for ethics violations for using their positions for personal interests, resulting in fines totaling $12,500.

The Nevada Commission on Ethics approved a stipulated agreement with Central Lyon Fire Chief Richard Harvey, which included one willful violation of the Ethics Law and a $10,000 fine.

Harvey proposed and wrote a contract between the Fire District and his private company while he was still employed by the Fire District as Chief, according to a release from the Ethics Commission.

The contract was designed for Harvey to continue Fire Chief work after his retirement until the Fire District filled his position.

The Commission emphasized that current public officials may not negotiate or seek post-retirement contracts for themselves with their current agencies.

The Ethics Commission also approved a stipulated agreement with Humboldt County Manager Don Kalkoske, which included two willful violations of the Ethics Law and a $2,500 fine.

Kalkoske’s daughter worked for the county, and Kalkoske supervised her direct supervisor.

He failed to properly remove himself from his daughter’s chain of command and took action that provided his daughter with unwarranted benefits, the Ethics Commission said.
