The Sierra Reflections Project planned for Pleasant Valley is taking another step forward after a meeting on Thursday.
At the meeting, the Regional Planning Governing Board voted 7-3 that the project conforms with the Truckee Meadows Regional Plan.
The project would add hundreds of housing units to the area.
Several board members voted against moving forward, arguing it doesn't conform and citing infrastructure, fire, road, and evacuation concerns.
Dozens of residents also brought up these issues during public comment.
