The cities of Reno and Sparks are exploring a proposed agreement that would have Reno Fire Chief David Cochran also provide senior leadership for the Sparks Fire Department while continuing to serve as Reno’s fire chief, according to a statement from the City of Sparks.

Under the proposal, Cochran would remain accountable to both city managers, while the City of Sparks would reimburse the City of Reno an amount equal to 25% of his salary and benefits.

The City of Sparks said the proposal is not a consolidation or merger of the Reno and Sparks fire departments. Both departments would remain separate organizations under their respective city governments.

The proposal comes as local leaders are also examining broader questions about regional public safety services. Washoe County Sheriff Darin Balaam has been exploring the possibility of consolidating law enforcement services involving the Reno Police Department, Sparks Police Department and the Washoe County Sheriff’s Office. Those discussions are separate from the proposed fire department leadership agreement.

The proposed fire leadership agreement is scheduled to go before the Sparks City Council on Monday, July 27, at 2 p.m. and the Reno City Council on Wednesday, July 29, at 10 a.m.

The agreement has not yet been considered or approved by either council.

Because the proposal remains subject to review and action by both governing bodies, the City of Sparks said it would be premature to provide additional information at this time.
