The Governor's Committee on Energy Choice released its final report on Friday. The report outlines conclusions and recommendations on topics like renewable energy, technology and consumer protection.

“In an effort to fully and thoroughly study the issues, the Committee has heard from policy and industry experts, local stakeholders, community advocates, regulators and former regulators, and other representatives from both the public and private sectors in Nevada and from around the nation,” said Lt. Governor Mark Hutchison, Chairman of the Governor’s Committee on Energy Choice. “I am grateful for each Committee member’s input and insights. This report and the Committee’s recommendations adhere to the governor’s directives in forming the Committee and will prove to be a valuable resource should voters approve the Energy Choice Initiative again in November.”

The final report includes 28 recommendations on topics including:

• Energy Consumer and Investor Economic Impact

• Open Market Design and Policy

• Generation, Transmission and Delivery

• Innovation, Technology, and Renewable Energy

• Consumer Protection

This report provides a summary of the information presented to the Committee and the TWGs, and discusses in detail the Committee’s findings and policy recommendations for potential legislative, executive, and regulatory action that may be required if ECI is approved at the November 2018 General Election. In the event that Nevada’s voters choose to amend the Nevada Constitution and adopt ECI, requiring a transition to a restructured electricity market, policymakers will be confronted with important decisions regarding consumer protection, the selection of an organized wholesale market, the appropriate steps and processes for divesting incumbent utility providers of generation assets, and the impacts of a new competitive electricity market on the development of renewable energy infrastructure, to name a few.

The Energy Choice Committee was established in February 2017, and originally announced as part of the Governor Sandoval's State of State Address.
